She Zhijiang isn’t the richest person on this list, but he may be the most rotten.

Also known as Kriang Kai Tang, She Lunkai and Dylan, the so-called ‘gambling tycoon of Shwe Kokko’ dabbles in a panoply of illicit enterprises, including organised crime and human trafficking.

In Shwe Kokko, he’s been developing Yatai New City with the Karen Border Guard Force (BGF), a militia under Myanmar military command. Through the Yatai development, Zhijiang and the Karen BGF profit from transnational crimes that include cyber scams, online gambling operations and money laundering—illegal activities whose profits also fund violence and support an illegitimate junta.

She Zhijiang has been sanctioned by the UK, and recently exchanged his luxury Shwe Kokko villa for a cell in Bangkok’s Klong Prem Central Prison, where he is currently awaiting extradition to China on charges related to his illegal gambling operations.
